Abstract—The speaker will identify the stakeholders and
shareholders of the lighting community, the divers roles each of
them plays in the regulatory development and how these roles
can be put on one stage. The role of international meetings of
experts in the lighting and light signalling field will be
underlined. Further, the concept and levels of harmonisation will
be discussed as well as the impact harmonisation of vehicle
regulations will have on consumers, on industry and on
governments. The overall benefits and risks of harmonisation of
vehicle regulations will be presented. The question of the need
for unique, regional regulatory requirements will be explained.
And finally the necessity for regulating and harmonising of
regulatory provisions will be questioned and hopefully answered.
